Nick Stuart, director general of the employment, lifelong learning and international directorate at the Department for Education and Employment, is to head a new lifelong learning directorate, bringing together responsibility for delivering the government's post-16 education and training agenda.

Roger Dawe, director general of the further and higher education and youth training directorate, and John Hedges, director of the operations directorate, will both retire in July.

Mike Wing, former head of academic development in Middlesex University's school of computing science, has been appointed head of the university's Quality Assurance and Audit service.

Avner Offer, fellow of Nuffield College and reader in recent social and economic history at the University of Oxford, has been appointed professor of economic history at Oxford from August. He will be a fellow of All Souls College.

David Levene, lecturer in classics at the University of Durham, has been appointed to a chair of Latin at the University of Leeds.

Antony Spawforth, senior lecturer in ancient history at Newcastle University, has been promoted to a professorship in ancient history. John Moles, professor of classics at the University of Durham, has been appointed to a chair of Latin at Newcastle, replacing Jonathan Powell, who becomes professor of Latin at Royal Holloway, University of London. Professor Powell replaces Susanna

Morton Braund, who will take up a chair of Latin at Yale University. Amanda Claridge joins Royal Holloway from Oxford as reader in Roman archaeology. Andrew Bowie, former professor of philosophy at Anglia Polytechnic University, has been appointed professor of German at Royal Holloway.

Rosalind Levacic, professor in the school of education, centre of educational policy and management at the Open University, has been appointed professor of economics and finance of education at the Institute of Education.

Mads Andenas, former director of the Centre of European Law, Kings College London, has been appointed director of the British Institute of International and Comparative Law, London and fellow of the Institute of European and Comparative Law, University of Oxford.
