Baroness Blackstone , minister of state, at the Department of Education and Employment has been made a privy counsellor.
Among the new knights are Leszek Borysiewicz , professor of medicine at the University of Wales; Christopher Frayling , rector of the Royal College of Art; Patrick Moore , astronomer; Christopher Llewellyn Smith , provost of University College London; and John Sulston , former director of the Sanger Centre.
Janet Trotter , director of Cheltenham and Gloucester College of Higher Education has been made a dame.
CBEs have been awarded to, among others: Ian Graham-Bryce , former principal, of the University of Dundee; Grahame Bulfield , director of the Roslin Institute; Andrew Cubie , author of the Cubie report on Scottish student support; Patrick Dowling , vice chancellor of the University of Surrey; David Melville , chief executive of the Further Education Funding Council; David Rhind vice chancellor of City University; Nicholas Tate , former chief executive of the Qualifications and Curriculum Authority.
