New research from Lancaster University challenges the success of modern apprenticeships, revealing that they continue to be the preserve of white males. Roger Penn, of the university's employment research unit, said the pattern was deep-seated within training programmes. The research indicated that the persistence of gender and ethnic exclusion in Britain remained a political challenge. The United States has reduced social exclusion through affirmative action.
