Specialist treatment

Regarding the total quality assessment report on politics and international relations at the University of St Andrews (THES, March 7), there are plenty of other IR specialists in Scotland; in our TQA there was an English representative who happened to be in IR. Most if not all of what is inspected does not require the degree of specialism implied. Why was this not said when the other reports were published?
