(Photograph) - Hard choices: Julius Nyerere, president of Tanzania from 1964 to 1985, used the Africa Educational Trust's Michael Scott Lecture to describe how declining resources for education are constraining many African states: "Increasingly it is possible for governments to choose only between evils.

A pretence of universal education ... is itself evil: is it any better than finding some way of giving a modern education to a few through some form of selEction?" He appealed to the trust, which has supported scholarships for students from Africa in the UK and elsewhere, to help governments answer some of the problems of efficient organisation, teacher training and research.
