Education minister Baroness Blackstone has told universities to adopt a "new tradition" to hit government participation targets.
At City University on Wednesday, Lady Blackstone said future growth in participation could not be "more of the same". Universities had to reach out to people from all social and ethnic backgrounds, she said.
She also launched a review of university careers services by Manchester University vice-chancellor Sir Martin Harris.
