Good on paper?

Nick Saunders (Professional, THES , November 7) claims that some academics submit identical papers to multiple journals simultaneously to increase their chances of getting published.

All the journals to which I have ever submitted have guidelines requiring authors to confirm that the paper is not under review elsewhere before entering the peer-review process.

I find it hard to believe that simultaneous journal submission is a common tactic for getting published.
