Executive summary

The transport of radioactive material is an essential activity worldwide. Safety during transport is a matter of international importance. Beginning in 1961, in response to a UN ECOSOC Resolution and pursuant to its statutory function, the IAEA periodically, adopted Regulations for the Safe Transport of Radioactive Material, in consultation and collaboration with Member State competent authorities and relevant international organizations in the UN family. The Transport Regulations are generally recognized as the international authoritative standards for both the national and the international transport of radioactive material. The IAEA has an objective to obtain the broadest possible consensus on standards for the safe and secure transport of radioactive material, including nuclear material to keep those standards up-to-date, and to provide appropriate supporting guidance on their implementation.

The IAEA has an ongoing programme to review and, if required, to revise the Regulations for the Safe Transport of Radioactive Material (TS-R-1). This programme results in a process of examining whether changes are required on a two-year cycle.

As part of this programme the requirements in TS-R-1 and the advisory and explanatory material in TS-G-1.1 are reviewed and revised, as necessary. As a result of the 2004-2005-review programme, changes to TS-R-1 and to TS-G-1.1 were identified. The Transport Safety Standards Committee (TRANSSC) at its March 2005 meeting endorsed, for 120-day review, publication of the proposed changes accepted by the Review Panel.

This text normally becomes the core of the regulations and guidance for the transport of radioactive material in the UK. The IAEA review and revision process is the most effective place to make changes to the technical content of the regulations.

The current review and revision process has several "open" interfaces:
* Proposal of changes
* Review of the proposals against justification (including cost/risk assessment)
* Review of the text of the proposals (the 120 day review)

As well as this there are various meetings where the UK is represented by the Department for Transport and others.

The proposed changes have been incorporated into the appropriate paragraphs within TS-R-1 and within TS-G-1.1. These are provided in two formats, the table of proposed changes and the new document with the changes identified therein.

The aim of this consultation is to establish a consensus view in the UK that can be used to send comments to the IAEA, and also to inform the negotiations that will take place at the meetings related to this process at the IAEA.

A consultation has already been carried out to inform the UK views related to justification. This current consultation takes the form of a request for views from stakeholders, followed by an open meeting on th July 2005 where these views are discussed and a consensus position developed. It is therefore important that written input is received by the Department by 22nd July 2005 in order to prepare papers for this meeting
