Tory lord attempts to abolish fees for Scots

Former Scottish Office education minister Lord James Douglas-Hamilton is introducing a private member's bill in the House of Lords that would effectively abolish tuition fees for all Scottish students. The bill proposes the Scottish Tories' Saltire scholarship award scheme, through which any Scottish student meeting minimum entrance standards would be entitled to a scholarship redeemable against the Pounds 1,000 tuition fee at any university in the country.
