The Commission's Information Society and Media DG has given prior information of a call for tenders for a study on the impact of the information and communication technologies (ICT) sector on economic growth and competitiveness.
The i2010 initiative aims to exploit the opportunities for economic growth and jobs in Europe by promoting an open and competitive digital economy. Policy actions undertaken within this initiative will have impact on the competitiveness of the European ICT sector and on the rest of the economy. There are, however, massive changes in the sector due to technological progress and digital convergence. Proper crafting and assessment of the policy actions demand an accurate definition of the ICT sector, together with up-to-date data and analysis depicting the competitiveness and impact of the sector on the EU economy.
The objective of the present study it therefore to define the 'new' ICT sector, to propose a set of indicators to measure competitiveness and its impact on growth, to provide up-to-date data in this respect and to contribute to the analysis of current progress towards the spread of the information society.
The study should be based on an extensive and forward-thinking economic analysis of the ICT sector. First, reviewing and redefinition of the ICT sector will be conducted on the basis of existing work by international organisations and academia. Second, a set of indicators pertinent to the sector will be defined, evaluated and surveyed in the light of their availability. Third, a database of these indicators will be collected, either from existing databases or through a structured survey. Fourth, a thorough analysis of the sector will be conducted.
