Study on the design of national public research programmes - call for tender

The European Commission's Research DG has published a call for tenders relating to a study on the design, content, rules for participation and implementation of national public research programmes in European Research Area (ERA) countries.

In the context of the Lisbon Strategy, which aims at making the European Union the most competitive and dynamic knowledge-based society in the world by 2010, this study shall provide a clear picture and analysis on the design, content, implementation and rules for participation of national, and where appropriate regional, public research programmes in ERA countries.

It shall identify explicit and non-explicit restrictions that exist for transnational research cooperation and transnational technology transfer, which might need to be addressed to achieve the goals of the ERA. It will also analyse the rationale behind these restrictions, provide an outline of positive examples, i.e. programmes that explicitly aim at encouraging transnational research cooperation and technology transfer, and make suggestions where and how existing restrictions could be overcome.

Focus will be given to public research programmes that have a clear potential scope for transnational cooperation and technology transfer.
