Studies on future of science after enlargement - call for tenders

The European Commission's Joint Research Centre (JRC) has published a contract notice for a series of studies on the production of baseline analyses, maps and projections (qualitative and quantitative) on the future of science and technology in an enlarged Europe.

The JRC/IPTS work plan for 2002 specifies the launch phase of a new prospective exercise called Futures EU254. This project aims to assess major policy challenges that arise following the proposed enlargement of the EU from 15 to 25 plus members from 2004 onwards. The significant changes, brought by enlargement, will be taking place against the backdrop of societal and economic changes, new lifestyles, demands for health and social provisions, transport and mobility issues. At the same time there will be continuing technological change and industrial innovation.

The Futures EU254 project, which will run from 2002 to 2004, will examine these issues with the aim of creating future scenarios on the enlarged EU. The aim of the project is to provide input material that can be used in policy formulation at European Union level.

The baseline studies that are the subject of this present call will provide essential background analysis for a scenario building exercise. It will collect and structure the best available information on the state of Europe, the EU15 and the 13 candidate countries in a number of areas. It will also identify and analyse key drivers of socio-economic and technological change, major influences that could affect the direction and pace of change, potential trend breaks.

From this analysis, a set of baseline (business as usual) projections should be constructed on the 5-10-20 year time horizons. For each element, a detailed reasoning and rationale should be provided. The results should be presented in an accessible manner through the use of charts, maps and, where feasible, interactive tools based on geographic information systems.
