The European Commission has published a call for tenders for a study on 'bringing together and accelerating eGovernment research in Europe'.
This study has the following objectives:
- analyse eGovernment research project activities, outputs and results in a structured manner, and
enable wider visibility and exploitation of their research and downstream implementation results,
including mapping of research achievements of EU-funded, national and regional projects. This action
should also provide the tools and mechanisms for effective dissemination of EU eGovernment research and
related downstream implementation results,
- identify gaps in advanced eGovernment research, good practice and policy within i2010, as well
as in the 2020 timeframe, with analysis of intermediate steps and different options, justifications,
potential impacts, risks and benefits, and key players, and propose ways of addressing them. The study
should consider technological, societal, organisational, institutional, legal and economic factors,
while the role of new and advanced technologies for eGovernment should be a key factor. The analysis
and proposed ways forward should explicitly be based on the interplay of research, good practice and
policy, aiming for sustainable innovation in all these 3 dimensions. While the starting
point is eGovernment, this should if justified address innovative services of public interest more
generally. It should also address the role of eGovernment for better public policy,
- develop specific aspects to reinforce international cooperation for eGovernment research/good
practice/policy and their potential impact, for a coherent international dimension. Collaboration with
representative bodies or key research/policy/good practice organisations in the USA, Latin America,
Asia, Canada and Australia should be explored.
