Sleaze control power resented by colleges

College leaders have criticised ministers' plans for a clamp-down on college sleaze. Ministers are consulting on further changes to colleges' instruments and articles of government, with plans to increase the interventionist powers of the Further Education Funding Council. But the Association of Colleges is concerned about the all-embracing nature of FEFC powers to impose its own representatives on college governing bodies, whenever the council believes it is "necessary". The association is also concerned about the legality of ministers' plans to stop paying a full salary to suspended members of senior staff.
