Hard on the heels of Michael Heseltine advising British business to stay afloat by late payment of bills comes the audit division of the Higher Education Funding Council for England with its own techniques for saving a few bob. Their report on Dartington College's internal financial control arrangements recently arrived as expected. Slightly less expected was the absence of either frank or stamp on the envelope, forcing Dartington to fork out both the cost of the unpaid postage and a handling fee. In place of a stamp was a bright yellow sticker marked "Revenue Protection". "Whose Revenue?" ask the folks at Dartington.
