The university had been deluged with the president's men - issuing instructions but not guaranteeing that the president would visit the university. The first time that vice chancellor Gordon Beveridge really believed the visit would take place was a few days beforehand when he looked out of the window and spotted men in dark glasses welding down the manhole covers.
