Scottish fee anomaly review chief appointed

FORMER Dearing committee member Sir George Quigley will head an independent review of the government's Scottish tuition fees policy that led to defeats in the House of Lords during the passage of the Teaching and Higher Education Act. The review under Sir George, chairman of Ulster Bank and a director of NatWest Bank, will investigate the effect of charging English, Welsh and Northern Irish students for their final-year tuition on four-year Scottish honours degrees while exempting Scots and Europeans.
