Report on the proposal and on the amended proposal for a Council decision adopting a specific programme 2002-2006 (Euratom) for research and training on nuclear energy

Parliament adopted a number of non-binding amendments to the Commission's proposal for the specific programme for research and training on nuclear energy (Euratom programme). The amendments are aimed at improving certain aspects of the proposed specific programme, while maintaining its overall orientation and structure:
The EU's world-wide leadership in fusion technology should be confirmed by firmly supporting a European site for hosting ITER (International Thermonuclear Experimental Reactor - a project for developing fusion energy);
The use of the JET facilities (Joint European Torus, the European fusion device which holds the world record for fusion power generated of 16 megawatts) should be gradually phased out;
Research is needed in particular on waste characterisation and waste packages;
All research activities under the specific programme should be carried out in compliance with fundamental ethical principles; research aimed at military purposes should not be funded.
The proposals for specific programmes for implementing the Sixth Framework Programme are designed to present each of the thematic priorities in greater detail and to clearly set out their content.
