Proposal for a Decision of the Council and of the Representatives of the Governments of the Member States of the European Union meeting within the Council on the signature and provisional application of the agreement on the promotion, provision and use of GALILEO and GPS satellite navigation systems and related applications

1. On 30 September 1999, the Council adopted negotiation directives authorising the Commission to open negotiations with the United States of America with a view to establishing an Agreement concerning the development of a civil Global Navigation Satellite System (GNSS). The agreement was initialled on 11 May 2004.

2. Several documents are associated to the agreement but are not to be signed as they are "living documents" updated on the basis of further technological developments. One of these documents addresses the issue of the National Security Compatibility Compliance and consists of three parts: a joint document, a US secret document and a EU secret document. Agreement on this document has been reached between the EU and US parties on May. The delegations

represented at the meeting of the Galileo Security Board on 4 June unanimously approved the document, while a written procedure for approval by all Member States was launched, which terminates on 9 June.

3. As regards the Proposal referred to above, following the discussion at the Permanent Representatives Committee on 3 June, a modification of the text of the decision on the signature
