Subject: EU-ISRAEL AGREEMENT ON A CIVIL GNSS
Proposal for a Council decision on the signing, on behalf of the Community, of the Co-operation Agreement on a Civil Global Navigation Satellite System (GNSS) between the European Community and its Member States and the State of Israel
1. The Commission has negotiated an Agreement on a civil GNSS with the State of Israel on the basis of the negotiating directives drawn up by the Council on 16 January 2004. On 23 April 2004, after the completion of negotiations and the initialling of the agreement by the European and Israeli sides in Jerusalem on 17 March 2004, the Commission submitted a proposal for the signing of the above Agreement between the European Community and its Member States and the State of Israel.
2. The Working Party on Transport - Intermodal Questions and Networks, acting as the Special Committee GALILEO, gave, on 11 May 2004, a favourable opinion on the outcome of the negotiations and noted the wish of both the European and the Israeli sides to sign the agreement as soon as possible.1
3. It invites COREPER to suggest to the Council that it:
- approves the outcome of negotiations as submitted by the Commission;
- decides to sign the Agreement, subject to its conclusion, as it appears after legal and linguistic editing in 9781/04 TRANS 196 MAR 82 AVIATION 110 RECH 92 ISR 7
