Prior information for information society call for proposals

The European Commission has published a prior information notice concerning a call for proposals for projects in the information society section of the Sixth Framework Programme.

During the course of 2003, DG Information Society intends to launch calls for tenders for studies on some or all of the following issues:
- e-government services;
- public administration survey;
- best practices in government back office integration;
- security certification of IT products in Europe;
- DG Information Society digital rights management study group;
- research's actors in Europe ('who is doing what?');
- impact study;
- study to support five year assessment: evaluation of the networks of collaboration between participants in the Fifth Framework Programme (FP5) IST programme and their evolution to collaborations in the ERA;
- monitoring strategy and requirements for IST-RTD in FP6;
- analysis of impacts of benchmarking and the eEurope actions in the open method of coordination (OMC);
- preliminary analysis of the contributions of EU information society policies and programmes to the Lisbon and sustainable development strategies;
- study on follow up to the Council resolution on network and information security inventory and analysis;
- trustworthiness of operating systems;
- information security market in Europe including new entrants;
- availability and robustness of electronic communications infrastructures;
- telecom employment job in Europe;
- financing of broadband infrastructures in Europe;
- use of ICT and Internet in schools, exchange of good practices;
- standardisation and interoperability in electronic communications networks and services;
- public policy treatment of digital terrestrial television in communications markets;
- interconnection and access arrangements in NGN networks;
- assessment of cost structure in mobile networks, in the context of the application of the new regulatory framework for electronic communications;
- consequences of convergences: identification of regulatory, technical and market issues and possible ways to address them;
- regulatory treatment of interactive TV;
- information on the allocation, availability and use of radio spectrum in the European Union;
- indicators for the information society in south east Europe;
- ICTs and development in Africa;
- monitoring of Russia and Ukraine (1st priority) and Moldova, Belarus, Armenia, Georgia and Azerbaijan (2nd priority) - telecommunications and the information society;
- regulation of broadcasting issues under the new regulatory framework;
- framework contract for technical, economic and regulatory studies on effective implementation of radio spectrum policy in the Community;
- framework contract/studies to be carried out on radio spectrum policy issues with a view to the adoption of opinions by the radio spectrum policy group;
- effectiveness of R&D for micro-/nano-/opto-electronics sectors' competitiveness;
- exploratory study on the potential socio-economic impact of the introduction of intelligent integrated safety systems in road vehicles;
- eTEN: trans-European deployment potential, sustainability and exploitation models for public services in the context of an enlarged European Union;
- intermediate evaluation of the eTEN programme;
- national/regional/local broadband deployment initiatives;
- EU benchmarking of framework conditions for re-use of public sector information;
- public sector data collections.

The total envisaged budget for all activities is 13,590,000 euro.
