- Orientation debate at the Council ("Competitiveness") on 11 October 2005

I. INTRODUCTION On the basis of the orientation debate at the Council ("Competitiveness") of 6 June 20051 which focussed on the collaborative research ("Cooperation") and human resources ("People") sections of the proposal for the Seventh Framework Programme (FP7)2, the Presidency established a revised draft text3 for these sections. Following this debate, the Council preparatory bodies have undertaken a detailed examination of the remaining sections, i.e. "Ideas" and "Capacities", of the Commission proposal for FP7 (EC). They have also examined the proposal for the Euratom Framework Programme as a whole and the proposed funding schemes.
