Subject: Proposal for a Regulation of the European Parliament and the Council on the implementation of the deployment and commercial operating phases of the European programme of satellite radionavigation
- Outcome of the European Parliament's first reading (Strasbourg, 5 to 8 September 2005)

I. INTRODUCTION

The debate was introduced by Commission Vice-president Barrot, who recalled the importance of the above proposal, which aims to create the world's first civil satellite radionavigation system. The successful creation of the programme, which will involve the use of technologies undergoing intense current development, would enable the European Union to take full advantage of what was set to become the next technological revolution.

The Vice-president went on to explain that the first experimental satellite must be launched in December 2005 and that the system would be progressively put into place between 2008 and 2010.

During both phases the management and construction would be given to a private undertaking which would be controlled by the European GNSS Supervisory Authority, a Community agency created by Council regulation 1321/2004 1 .

The aim of the proposal under discussion was to ensure the financing of the Community part of the Galileo programme during the deployment and exploitation phases; although the Vice-president pointed out that Community financing of the programme would be limited, since the income generated by the use of the system would eventually ensure its financial balance.
