New post-16 agency set up

A new national post-16 funding agency is set to be built on the foundations of the Further Education Funding Council, following the government's fundamental review of lifelong learning, write Alan Thomson and Phil Baty.

Although the FEFC as it stands is set to be abolished, sources at the FEFC said that "people with tape measures" have already been to the Coventry headquarters, and plans are afoot to buy more land at the site.

The Training and Enterprise Councils are expected to be given only short-term, limited trading licences and the FEFC is expecting to be asked to take funding control of modern apprenticeships in the shorter term.

The speculation about ministers' plans intensified with the government revealing there is to be further consultation on lifelong learning, as it published responses this week to consultation on the Learning Age green paper.

A consultation paper is expected in the summer on the 16-plus review of education and training. It will review every aspect of post-compulsory education and training, except higher education. It will roll together the Learning Age responses and the postponed TEC review.
