Monitoring and evaluating IST research - call for tenders

The European Commission has published a call for tenders for the monitoring and evaluation of information society technologies (IST) research: results and impact indicators.

The contractor would be expected to provide a sound and comprehensive basis for high quality evaluative evidence for the systematic monitoring and assessment of the IST RTD (research and technological development) effects (results and impacts) at 'Strategic-Objective' (S.O.) level.

The study will mainly focus on i) the 'causality links', and ii) the mechanisms to collect and compile information or data from multiple sources. More specifically, the study will:


- Analyse the relevance and appropriateness of the set of indicators defined for each S.O. of the IST work programme for 2003 to 2004, recommend improvements, and document in a clear, systematic, and coherent way the intervention logic and the causal links between: a) the objectives set, and b) the supported RTD actions and their effects. It will include both analysis from close-up, detailed observation of all Sixth Framework Programme (FP6) IST RTD actions, which is part of the empirical evidence; and analysis from research, and review and other secondary sources relevant to IST supported research;


- Assess data collection arrangements and complement those already in place through Integrated Projects and support actions with a targeted collection of indicator data; and ensure that information or data indicating qualitative or quantitative values of IST RTD effects derived from multiple processes and sources are compiled in a coherent way;


- Provide information consisting mainly of a set of tables with key figures and statistical data for 2004 as a basis for future prospective analyses to support an ex-ante assessment for IST RTD in FP7.
