Cubie warns of 'graduate tax'

Andrew Cubie, convenor of the independent inquiry in Scotland that proposed a £25,000 earnings threshold for contributions to a graduate endowment scheme, has warned that the Scottish Executive’s proposals for a £10,000 threshold smack of a “graduate tax”.
