Pity poor Graham Zellick, vice-chancellor of London University, who was unable to register as exempt from the capital's congestion charge because the university pays his bills. Professor Zellick has written to The Times complaining that his application and that of his wife were unsuccessful after they had explained that they could not provide utility bills bearing their names because they lived in an official residence and such bills were addressed to the university.
