Subject: Adoption of a Council Decision concerning the signature of the Agreement on Scientific and Technical Cooperation between the European Community and the State of Israel.
COMMON GUIDELINES
Consultation deadline: 8/05/2003 1. On 31 March 2003, the Commission submitted to the Council its proposal for a Council Decision on the signing of the Agreement on Scientific and Technical Cooperation between the European Community and the State of Israel. 2. The Agreement has been negotiated on the basis of negotiating directives adopted by the Council on 5 November 2002 and it was initialled on 17 December 2002. 3. The Research Working Party reached agreement on the text at its meeting of 14 April 2003.
4. It is suggested, therefore, that the Permanent Representatives Committee recommend that the Council adopt, as an "A" item, the Decision approving the signing1 of this Agreement. The text of this decision, following finalisation by the legal linguists, is set out in document 8501/03 RECH 60 ISR 3 OC 212. The text of the Agreement is set out in document 8502/03 RECH 61 ISR 4 OC 213 which has also been reviewed by the legal linguists. 1 It is recalled that, following the signature of this agreement which will be provisionally applied pursuant to its Article 5.3, its conclusion will be subject to a subsequent Council decision after the consultation of the European Parliament.
