Subject: Adoption of a Council Decision concerning the conclusion of the Framework Agreement between the European Community and the European Space Agency.
COMMON GUIDELINES

1. On 4 February 2004, the Commission submitted to the Council its proposal for a Council Decision on the conclusion of the Framework Agreement between the European Community and the European Space Agency.
2. The Agreement has been negotiated on the basis of negotiating directives adopted by the Council on March 2002. On 20 October 2003 the Council adopted a decision on the signing of the Agreement1. The Agreement was signed on 25 November 2003.

3. Following consultation with the European Parliament, a favourable opinion was delivered on 20 April 2004 on the conclusion of this Agreement.
4. It is suggested, therefore, that the Permanent Representatives Committee recommend that the Council:
- adopt, as an "A" item, the Decision concerning the conclusion of this Agreement as
