Finland sets out development strategy for public research

The Finnish government has adopted a resolution on the structural development of the public research system, outlining future strategies for the organisations that guide, finance and conduct research.

According to the resolution, the public research system - comprising ministries, government research institutes, universities, polytechnics, technology centres and business incubators - faces two key challenges. Firstly, developing world class research and development (R&D) in fields most relevant to the economy and society, and secondly, further internalising education, research and innovation.

As a general observation, the resolution notes that creating and strengthening science and technology clusters and centres of excellence will require closer cooperation between public, private and foreign research funding. As a result, the Academy of Finland and the National Technology Agency Tekes, together with other funding organisations, will develop their financing and other cooperation to improve their impact. 'The aim is operational entities larger than the current ones,' the resolution notes.

In higher education, meanwhile, the resolution foresees the development of this sector into a system which is of world-class standard in Finland's strength areas. The sector will not be expanded, but rather institutions are called upon to combine their resources into larger entities and boost networking, management and impact analysis.

Government ministries are asked to prepare plans for the development of sectoral research in their own fields, and on the basis of these the government will devise an overall plan to reallocate resources according to the changing needs of society. Ministries are also called upon to develop financing and other cooperation with the Academy of Finland and Tekes.

Finally, intermediary organisations such as technology centres, development companies, science parks and business incubators, are urged to intensify cooperation amongst themselves and with public research organisations. 'Measures will be taken [...] to develop strategy processes linking up regional and local level players and innovation environments with national innovation policy,' the resolution concludes.
