Executive backs down

The Scottish Executive is expected to drop controversial proposals to classify new universities separately from pre-92 institutions.

The executive is expected to unveil its bill next week to merge Scotland's further and higher education funding councils, but it has backed down on plans to reclassify institutions into four groups of Scottish Tertiary Education Providers amid claims it risked recreating the binary divide.
