The European Commission's Information Society DG has published a call for tenders relating to an ex-ante evaluation of options for the development of a competitive, dynamic and sustainable knowledge society (2006-2013).
The objective of the study is to provide an evidence-base and a coherent methodology for ex-ante evaluation and extended impact assessments of options for accelerated deployment of an information society, building on research and technology development, and in the light of the review of the Lisbon Strategy at the Spring Council in March 2005.
Specifically the study will:
- assess the implications of the 2005 Spring Council reviews of the Lisbon Strategy and the sustainable development strategies for policies and initiatives related to options for information society deployment beyond 2006;
- provide input to the ex-ante evaluation and extended impact assessments of the follow up to the current Modinis programme in the light of the follow-up to the eEurope Action Plan 2005 and the eTEN programme, with the framework of the new ICT Fund in the new financial perspectives, maximising the synergies with ongoing research and technological development (RTD) in the Sixth Framework Programme (FP6) and the orientations proposed by the Commission for IST-RTD in FP7;
- provide a sound basis for continuous monitoring of information society deployment initiatives against a coherent set of indicators of effectiveness and impact;
- support capacity building to respond to future needs for evidence by providing a structured 'evidence-base' of referenced material, and an analytical framework, which can continue to be used by DG-INFSO in preparation of ex-ante evaluations and impact assessments, and in the continuous monitoring of deployment initiatives throughout their implementation.
