An expert panel charged with evaluating European Union research programmes has concluded that the existing framework programmes are not enough.

The panel wants a European research and technological development strategy to be adopted "at the highest political levels" and recommends that the percentage of gross domestic product in the EU spent in this area should rise to at least three per cent over the next ten years.

It suggests tax incentives to encourage research and development and wants urgent action to counter skill shortages.
