SUMMARY OF EUROCHAMBRES' POSITION

  • EUROCHAMBRES generally approves the proposed initiatives about simplification in the 7th Framework Programme and looks forward the full application of the 3 basic principles: rationalisation, flexibility and better communication.

  • EUROCHAMBRES strongly supports a decided and continuous effort at all levels of the Commission, the Court of Auditors, the evaluators as well as project consortia towards simplifying the administration of the framework programme so research actors can easily participate in the framework programme and concentrate on the innovative aspects of their business.

  • European Chambers believe that participants should be able to choose the funding scheme option (instrument) applicable to their project.

  • Businesses call for a coherent, uniform and well communicated interpretation of the various provisions, especially for essential documents, like "model contract", "rules of participation" and "financial guidelines".

  • Chambers believe that imposing joint and several financial responsibilities on consortium partners cannot be regarded as a flexibility - enhancing measure.

  • Measures must be taken to ensure an equitable access to the FP7 funds. Conditions for access to the programme for SMEs, particularly, must be improved at all programme levels by reducing the administrative work load for SMEs in the application, reporting, and documentation phase of a project.
