Embargo busters

Education minister Kim Howells accused Liberal Democrat education spokesman Phil Willis of dirty tactics by using embargoed student admission figures in Tuesday's third reading of Teaching and Higher Education Bill.

Unfortunately, as Mr Willis pointed out, Mr Howells had used the same embargoed figures to back arguments during the bill's report stage the day before.
