Independent Assessors for DTI Energy Programmes Advert
INTRODUCTION
The DTI wish to appoint a panel of independent assessors to assess both research and development projects and demonstration projects under the following DTI programmes:
* The Emerging Energy Technologies area of the DTI's Technology Programme
* The Hydrogen, Fuel Cell and Carbon Abatement Technologies Demonstration Programme
* The Wave and Tidal Stream Energy Demonstration Programme
* The Low Carbon Buildings Demonstration Programme.
PROGRAMMES INVOLVED
The information below gives a brief overview of each Programme. Further information is provided in the application pack (see below on how to obtain this) with links to relevant programme websites.
The Emerging Energy Technologies area within the DTI's Technology Programme is one element of the Government's overall policy of developing and deploying sources of sustainable energy wherever they have a prospect of achieving commercial competitiveness. The Programme's role is primarily to support industrially led, pre-competitive research and development projects that offer prospects for improving the performance and/or reducing the cost of energy derived from renewable energy sources, hydrogen, cleaner fossil fuels and carbon abatement technologies.
The principal technology areas covered are photovoltaics, wind, biomass, tidal stream energy, wave energy, fuel cells, hydrogen, cleaner fossil fuels for power generation, carbon abatement technologies and sustainable electricity networks. On occasions proposals for R&D projects are also received on hydro-power, active solar and energy from waste.
The Hydrogen, Fuel Cells and Carbon Abatement Technologies (CAT) Demonstration Programme aim is to provide competitive grant support to demonstrate hydrogen, fuel cells and carbon abatement technologies in the UK. The following technologies are likely to be eligible for support under the programme:
* Fuel cell systems for stationary and transport applications
* Hydrogen production, storage, distribution and utilisation applications
* Coal burning with flue gas scrubbing of CO2
* Integrated Gasification Combined Cycle with pre-combustion capture of CO2
* Oxyburn
* A Combined Cycle Unit contracted separately to an upstream gasification module
Other appropriate technology will not be ruled out if a company or consortia can provide a business case showing it has the potential to contribute to carbon abatement in the UK.
The Wave and Tidal Stream Energy Demonstration Programme provides a support mechanism to fill the gap between Research and Development and full commercialisation through accelerated, staged trials to discover whether feasible cost effective solutions can be developed to provide commercial wave and tidal stream energy devices.
The Low Carbon Buildings Programme will supersede the current DTI grant schemes for small-scale renewable energy technologies (which are due to end in March 2006). It will provide a more holistic approach to reducing carbon emissions from buildings through a combination of practical advice on energy efficiency measures and practical advice and capital grants for the installation of micro-renewables.
ASSESSOR SPECIFICATION
Groups of assessors are selected from the panel to assess proposals. The assessors generally meet four times each year to assess both outline (twice per year) and full (twice per year) proposals.
DTI is looking to appoint of the order of 50 assessors to the panel. Current assessors will need to re-apply if they wish to be considered as assessors for future calls. While seeking members with a good appreciation of sustainable energy and/or carbon abatement technologies, applications from people with expertise and experience in the following areas would be particularly welcome:
* Project Finance and Venture Capital in relation to energy projects
* Management of Demonstration Programmes
* Management and Operation of Electricity Networks
* Buildings related renewable energy systems.
The ideal candidates will have the following knowledge and expertise:
* A knowledge of energy matters
* Specific knowledge of one or more of the following:
o Individual or groups of renewable energy technologies
o Hydrogen energy technologies
o Fuel Cell Technologies
o Cleaner fossil fuel power sector technologies
o Carbon abatement technologies for fossil fuel use
o Management and operation of electricity networks
o Procurement of project finance and venture capital
o Management of demonstration programmes
o Alternative transport fuels
* An ability to comprehend and assess the technical and business merits of sometimes complex scientific/engineering R&D Proposals
* An ability to assess the likely commercial exploitation of such Proposals, and an understanding of the markets into which the products will be placed
* Breadth of vision and impartiality (while also bringing a specific technical and business insight to the Proposal under consideration)
* An ability to contribute clear and concise written and oral assessments.
GENERAL INFORMATION
Panel members are paid a fee for each outline or full proposal they assess. They are also paid to attend assessors meetings. Panel members will also be entitled to receive travel and subsistence at civil service rates for travel within the UK associated with Panel business.
