Note: Draft proposal for a Memorandum between COST and the ESF
Concerning the arrangement with the ESF examined at the 150th CSO meeting in Berlin, delegations will find attached a revised version containing a number of suggestions from the Council Legal Service. In this respect the Legal Service emphasises that the text concerned is not a binding agreement under international law.
It is recalled that in order to arrive at as large a consensus as possible on this proposal, the Chair concluded to invite delegation(s) which were not yet in a position to give their final agreement to proceed to carry out the intention of the MoU, to do so at the latest on 23 September by noon by written procedure. If by that date no unexpected reservations were received by the Council COST Secretariat, the Bureau would start the negotiations to resolve the remaining issues with the ESF according to the decision of the CSO.
