Subject: Draft Council conclusions and roadmap for a strategy on life sciences and biotechnology
I. INTRODUCTION
1. The Commission transmitted to the Council a Communication on life sciences and biotechnology and an action plan on 25 January 2002.1

2. This document was examined by the Permanent Representatives Committee and a set of draft Council conclusions and roadmap for a strategy on life sciences and biotechnology were drawn up. The text, as it results from the committee's discussions, is annexed to the present report.
II. INTELLECTUAL PROPERTY AND G.M.O. LEGISLATION
Discussions at the committee centred on the above question (see p.8 and p.12 at annex). The text in this regard is consequently a compromise which aims at meeting the concerns of delegations, but on which, for the time being, all delegations, including the Commission maintain linguistic and scrutiny reservations.
III. CONCLUSIONS
Subject to the confirmation that the draft text, set out in the annex, is acceptable to all delegations, the Council is invited to:
- adopt the text of the conclusions annexed to this report;
- agree to have the conclusions published in the Official Journal, after revision by the legal/linguists.
