Downing: no to top-ups

Downing College, Cambridge has made a public statement opposing the introduction of top-up fees. It is the second Cambridge University college to speak out against them.

The college said: "Such fees would damage access because they would act as a major deterrent, particularly to those from less financially privileged backgrounds."

Stephen Fleet, master of Downing, said that one solution would be for graduates to pay back fees when they earned high salaries.
