With a view to the Committee's exchange of views on this subject, delegations will find attached a document laying down the COST Office's comments on the recommendations in the report of the Panel, which was examined by JAF at its meeting on 12-13 October 2005.

Annex I contains a number of proposals of an operational character on which the Committee's decision is requested, whereas Annex II sets out the provisional reallocation of existing Actions to the proposed new Domains according to Annex B of the Working Group report.

Subject: 163rd CSO meeting on 23/24 November 2005, agenda item 15 - Strengthening R&D cooperation with Neighbouring Countries

Delegations will find herewith a document on "Strengthening R&D cooperation with Neighbouring Countries" with a view to item 15 of the CSO meeting on 23/24 November 2005.

One of the conclusions of the Committee at its 162nd meeting when examining the note of JAF concerning the above subject was to invite the COST Office to prepare an overview of current instruments and financial means for the cooperation with non-COST countries1.

INTRODUCTION

COST has always been an open system of networking and has encouraged the participation of institutes from non-COST countries to participate in COST Actions. From the establishment of COST, it involved countries from outside the then European Economic Communities of six Member States. In more recent years COST has frequently led the way in integrating researchers from EU candidate countries and near neighbours into the European research community.

In 1989, COST formulated its policy on participation of organisations and institutes from non- COST countries in Actions if there is a justified interest. The procedural steps and criteria are given in the annex to document COST 286/93.

COST was the first European frame of research cooperation to take up members from Central and Eastern Europe, growing from its original 19 to 35 European Member States. Its policy towards enlargement is laid down in the Committee's conclusions of 25 January 1994 (doc. COST 212/94).

COST is a significant contributor to the European Neighbourhood Policy (ENP) which has three main objectives which are enhancing co-operation in the political field; in security matters; and in social-economic development in a way that is distinct from EU membership, into which research cooperation usually falls.
