DG Enterprise Conference on public procurement - stimulating research & innovation, 14 December

On Wednesday 14 December 2005 a conference will be held in Brussels on stimulating investment in research and innovation through public procurement. The conference will present the results of a study executed by the Fraunhofer Institute for DG Enterprise, which made an overview of activities by Member States in this field and analysed a number of good practices.

The conference is part of the Commission's activities to raise awareness of the benefits of re-orienting public procurement towards stimulating research and innovation and the scope for such action under Community public procurement law.

The results of the study and this conference will be used as input by the Commission which in 2006 will publish a "Handbook on public procurement and research and innovation", as announced in the Communication "More Research and Innovation: Investing for Growth and Employment - A Common Approach" COM (2005) 488. The Commission will make concrete policy recommendations and propose specific measures to be taken by Member States. The Handbook will give practical guidelines to procurement officials on how to structure the procurement process in order to stimulate companies to propose innovative and research-intensive products and services.

This conference is aimed at policymakers and procurement professionals wanting to learn more about how to reap the benefits of making their procurement more research and innovation oriented.
