The COST Committee of Senior Officials (CSO), at its163rd meeting on 23/24 November 2005, agreed to the following conclusions on the COST Policy on Dissemination and monitoring the Impact of COST Results:
1. There should be a clear and comprehensive dissemination plan provided in full proposals for Actions.
Proposers should be advised by the COST Office that dissemination goes beyond publications (COST already supports publications in peer reviewed research journals, special publications through publishers such as OPOCE and support for book publication through commercial publishers). The need to look at the final user community, if this is not already involved in the Action, and to develop workshops and other similar dissemination events aimed at such communities (standardisation bodies, industry, policy makers etc) is emphasised. During the course of the Action, the MCs are encouraged to enter into dialogue with bodies such as EUREKA and CEN in order to link to industry and standardisation activities.
2. At the end of the penultimate year of operations, a revised dissemination plan should be presented to the TC, as part of the annual report of the MC, for approval by the TC.
3. Two years after the completion of an Action, the COST Office will endeavour to trace, whenever possible, any additional outcomes and impacts which may have been achieved by the Action.
4. The COST Office will routinely publish reports stressing outcomes and impacts of all Actions completed during a specific year as part of the COST Annual Report for that year.
