The five Nordic countries of Sweden, Norway, Finland, Denmark and Iceland are discussing plans to boost formal cooperation between their researchers within a Nordic Research and Innovation Area, named Noria.

A draft paper by former Finland research minister Gustav Bjorkstrand, now rector of Finland's bo Academy University, is being considered by the Nordic Council of Ministers and could be set up by 2005.

Only 1 per cent of Nordic public research money is spent on joint projects.

Under Noria, this could grow to 10 per cent.
