SIXTH FRAMEWORK PROGRAMME FOR RESEARCH TECHNOLOGICAL DEVELOPMENT AND DEMONSTRATION: CHAPTER 6.1 SUSTAINABLE ENERGY SYSTEMS – Research activities having an impact in the Short to Medium term
1. Background
The objectives of the FP6 were defined in the Council Decision ( 2002/834/EC ) of the 30 September 2002 adopting a specific programme for research, technological development and demonstration "integrating and strengthening the European Research Area" (2002 – 2006).
This Decision makes the Commission responsible for drawing up and updating the Work Programme which is to be used for implementing the specific programme, setting out in greater details the objectives and scientific and technological priorities, and the timetable for implementation.
The Commission published its Work Programme on 17 December 2002, together with the first Call for Proposals in the field of Sustainable Energy Systems, and subsequently published a second Call for proposals in June 2003.
The programme is now approaching its mid term, so the Commission is working together with the Programme Committee and with the Energy and Transport Forum to review the Work programme including the Timetable for the implementation of Calls for Proposals (roadmap) addressing the remaining programme period until the end of 2006.
For short to medium term RTD on sustainable energy systems, the first Call for proposals addressed the cost effective supply of renewable energies, eco-buildings and alternative motor fuels. In particular, Integrated Projects were invited in the areas of wind and PV power generation, Eco-buildings and the large scale integration of alternative fuels into the transport system. The second Call focused on the new CONCERTO initiative and on CIVITAS II.
The consultation which is announced here should address all aspects of the future Work Programme, including the proposed contents of the Third and Fourth Calls for proposals, which are presented in the roadmap.
2. Invitation to submit inputs / comments
All interested European organisations, especially organisations which represent groups of relevant research or market actors, are kindly invited to contribute to the consultation process by submitting their views to the Commission before 29 february 2004.
All interested organisations are invited to look regularly for up-dates on this web site.
In order to help organisations to structure their comments / inputs and at the same time to help the Commission with analysing the expected inputs and comments, the Commission is planning to add specific questions on each of the areas of the Work Programme listed in the framework described in section 4 below. These additions will be made in the first half of January 2004.
After the consultation is over, the Commission will publish a summary of the results on this web site.
