The conference on 'The international dimension of the Europe Research Area (ERA) of knowledge: a common interest to Europe and the World' will take place in Brussels, Belgium, on 6 and 7 October.
As the Council and the European Parliament will discuss the Seventh Framework Programme (FP7) in the fourth quarter of 2005, the scientific and political forces in the European research community need to be compelled to consider how to 'build the ERA of knowledge' not excluding the surrounding world. The efforts made to increase European research capacity, the priority given to fundamental research through the European Research Council, the construction of technology platforms focusing on innovations with high industrial potential and the development of new instruments are all crucial strategic choices for the European economic growth: However, they have to be related to more global stakes.
In this context, the French agricultural research centre for international development, CIRAD, and the French research institute for development, IRD, with the support of the European Commission, are organising a conference to address the challenges of the international dimension of an ERA of Knowledge. The event will involve policy makers and specialists from the public and private scientific sectors. The aim is to draw up constructive proposals for ensuring that these issues are effectively taken into consideration. Appropriate implementation methods and adequate resources will be required to support scientific cooperation with non-EU countries. Such mutually beneficial partnerships are an asset for Europe that the conference intends to demonstrate.
The conference will be held over a day and a half, in four sessions focusing on:
- the political perspectives
- the points of views of the different stakeholders on the challenges for an 'Europe of
Knowledge' open to the third countries
- 3 or 4 parallel sessions based on case studies and aiming to propose improvement for the
up-coming international scientific cooperation (FP7),
- a final session for recommendations and final statement.
