Competitiveness and Innovation Framework Programme gets EU ministers' seal of approval, revised Commission statement

The EU Council of Ministers has officially approved the Competitiveness and Innovation Framework Programme (CIP) at a meeting in Luxembourg. The Transport, Telecommunications and Energy Council accepted all of the amendments put forward by the European Parliament earlier this year.

The CIP aims to promote innovation and foster the competitiveness of European businesses, particularly small and medium sized enterprises (SMEs); accelerate the development of a sustainable, innovative and inclusive information society and promote energy efficiency and new and renewable energy sources.

The programme will run from 2007 to 2013, and have a budget of €3.2 billion, part of which is set aside to promote eco-innovation. It is designed to be complementary to the Seventh Framework Programme for Research and Technological Development (FP7).

STATEMENT BY THE COMMISSION

The Commission would draw the legislative authority's attention to the need, by the time of final publication in the OJ, for the financial envelope referred to in the basic act to be quoted at current prices. That is the usual budgetary practice and serves to make compliance with the legislative authority's decision quite clear. For the CIP, the figure at current prices amounts to EUR 3 621,3 million.

The Council adopted a decision establishing a competitiveness and innovation framework programme for the years 2007 to 2013, accepting all amendments voted by the European Parliament at first reading, under the Council Parliament codecision procedure (PE-CONS 3622/06 + doc. 13203/2/06 ADD1 and ADD2).

The programme, with a budget of 3.2 billion (1) for the seven year period, is aimed at: fostering the competitiveness of enterprises, in particular small and medium sized enterprises; promoting all forms of innovation; accelerating the development of a sustainable, competitive and innovative information society; and promoting energy efficiency and new and renewable energy sources in all sectors.
