Brussels, 11 Mar 2004

The European Commission has given prior information of its intention to call for tenders for a portfolio analysis of EC non-nuclear energy RTD (research and technological development) projects in their overall EU context.

The main objectives of the call will be:

- To analyse in detail the portfolio of EC RTD projects which are funded under FP5 (the Fifth Framework Programme) and FP6 by the date of signature of the contract related to this tender in the relevant fields of reference [(i) fuel cells, including their applications, (ii) new technologies for energy carriers/transport and storage, in particular hydrogen, (iii) new and advanced concepts in renewable energy technologies, (iv) capture and sequestration of CO2, associated with cleaner fossil fuel plants and (v) socio-economic tools and concepts for energy strategy]. This analysis should describe and explain, for each relevant field of reference, the main synthetic and strategic features of the EC portfolio, and compare them with those of similar activities carried out in Member States, Associated States and in major third countries.

- To propose a set of operational recommendations and actions allowing the improvement of links and synergies between non-nuclear energy RTD activities in Europe and help to better focus European efforts on common priorities. The results of the study will allow the enhancement of the management and monitoring of the EC non-nuclear energy programme, the exchange of information and the reinforcement of cooperation between the different entities involved in the European Research Area (ERA) process.

The total indicative budget for the analysis is estimated at 150,000 euro.
