The Joint Research Centre (JRC) is the European Commission’s own research centre. It consists of seven institutes located on five separate sites in Belgium, Italy, the Netherlands, Germany and Spain. It employs some 2100 persons under various schemes and presently collaborates with over two thousands research groups worldwide. The mission of the JRC is to provide customer-driven scientific and technical (S&T) support for the conception, development, implementation and monitoring of Community policies. The JRC carries out research work on a wide range of topics that are of direct concern to the European citizen. These topics, which are broadly related to safety and security of the citizen, are concentrated in six core areas, namely: environment and sustainability; food, chemical products and health; nuclear safety and safeguards; reference materials and measurements; public security and antifraud and prospective studies and technology foresight. Detailed information can be found on the JRC web site ( http://www.jrc.cec.eu.int ) as well as on those of its Institutes. To support the EU enlargement policy, the JRC promotes the integration of the EU Candidate Countries (CC) in the European Research Area (ERA) and assists them in their preparation for the accession to the EU, in particular through an increased participation in the relevant JRC activities. Special attention will be given to candidatures of experts from CCs associated to the EU RTD Framework Programme namely: Bulgaria, Czech Republic, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovak Republic and Slovenia.
The general aim of this action is to support the EU enlargement process by fostering collaboration with CC governmental organisations (or the like) which will have an institutional role for providing S&T support to the implementation of policies. it will be put in place in collaboration with the European Commission DGs responsible for the specific policy area and the CC Missions to the EU in Brussels. The action is composed of two related instruments:
1) Workshops and Training Course on Advanced Methods and Techniques
A series of workshops have been planned in specialised areas for S&T support to EU policies, which correspond to well-established JRC core competencies. The objective of these workshops will be to familiarise the competent organisations in the CCs with the scientific and technical methods and techniques underpinning EU policy implementation, learn about the methods currently available in CCs, and discuss future implementation.
Because of the institutional links and the limited capacity, the participants to the workshops will be designated directly by the CC Missions to the EU in co-operation with the National Contact Points in CC. Thus no other application is foreseen via the present information.
2) Short-term opportunities for Detached National Experts / Visiting Scientists (Call for Expression of Interest)
In conjunction with the previous activity, the scheme offers a number of short-term job opportunities for visiting scientists and detached national experts (from 3 to 12 months, depending on the area). Their task will be to reinforce and/or co-ordinate the scientific work in the programme areas.

Applications and Eligibility Criteria for Visiting Scientists and Detached National Experts
The short-term stays of visiting scientists will be governed by the provisions of the Commission decision of July 1999 adopting the administrative guidelines applicable to visiting scientists in the framework of the research programmes managed by the Joint Research Centre. The scheme for detached national experts from Associated States is also applicable where indicated (however applications for the Detached National Experts positions will be solicited mainly trough the CC missions to the EU). Please note that CC experts who are participating in the negotiations between the Commission and the CC are not eligible for these positions.
The submissions of an expression of interest for a job vacancy can be done via the application form for visiting scientist or the application form for detached national expert. Accompanying letter(s) of support for the candidature signed by the Head of the organisation/institute of origin are requested.
The originals of your application form with the original letter of support must be sent with all numbered photocopies of the further annexes by 28th June 2002 directly to the JRC contact for job opportunities indicated in each action sheet. This contact can be also be consulted for any possible additional information. The submitted applications will be evaluated and a reply will be sent to the applicants by 31st October 2002. A reserve list of successful candidates will be set up which will be filled by the JRC according to the future availability. The constitution of such a list does under no aspect present any commitment for future employment by the European Commission.
