What is the meaning of the string of buttons on the cover of this week's Universities UK publication, Patterns of Higher Education Institutions in the UK?

Could it be a comment on the feasting tendencies of vice-chancellors, whose annual jamboree takes place next week in Southampton? Or could it represent the shirts being torn from the backs of humble lecturers and researchers?
