The rebuilding of the Cardiff Bay area has been bedevilled with disputes and disagreements. Leading architect Lord Rogers was sacked last year from the project to build new headquarters for the Welsh Assembly and the cost of building an international arts centre has soared to more than £100 million.

So little surprise then that when the Welsh Assembly recorded in its policy review of higher education published earlier this year that it had consulted "The Royal Institute of Brutish Architects", no response was received from the body.
